The service layer is unusually cheap because one agreement can cover up to three devices: using the current first USD annual tier, 25 devices can fit into roughly 9 agreements (~$359.55/year) and 100 devices into roughly 34 agreements (~$1,358.30/year). That is excellent anti-theft economics, but it buys an alarm and tracker only. A rental operator would still need connected locks, payments, rider identity, pricing, support, tax reporting, and fleet operations tools.
